Young Turkey/Young America: A New Relationship for a New Age

Dear Candidates,

World Learning (WL) in partnership with the Foreign Policy Platform (FPP)-Turkey will implement in 2011 the Young Turkey/Young America: A New Relationship for a New Age, Political Challenges for Future Leaders program, sponsored by the U.S. Embassy in Ankara. The overall program goal is to support and promote the participation of young Turkish and American leaders in a transatlantic dialogue on foreign policy issues. Through the program, 10 young emerging leaders from Turkey and 10 young emerging leaders from the U.S. will gain knowledge and leadership skills to become more engaged in their communities, and get to know each other’s country, as well as learn about each group members’ ethnically, religiously, and nationally diverse background.

Ten grantees from Turkey will travel to the United States for a two week and a half long experiential program that includes interactive seminars, mini-internships and visits with think tanks and U.S. government offices. The program will take place in the spring of 2011 in Washington, DC, and the cities where American grantees live and work. Accommodation will include home-stays with peers. A small stipend will be provided during the participants’ time in the United States to cover basic living expenses. The cost of international and domestic travel, program related ground transportation, cultural activities, and all the other programmatic and logistical arrangements will be covered.

Program participants will include emerging leaders from Turkey, age 21-35, involved and/or interested in international affairs from NGOs with youth development focus, universities, business organizations, active politicians, journalists, businesspeople, think tanks, and/or cultural figures. Diversity is particularly crucial for this program. Strong English language skills are required as the participants will need to converse about complex political and global issues with US peers and experts. To select the best candidates, we will review applications based on clearly defined criteria, including:

• Proven commitment to democracy, pluralism, nonviolence, and a free society
• Openness to dialogue and new ideas
• Good potential to play an increasingly important role in the Turkish society; and
• Interest in participating in the program and sharing the experience with colleagues and the public.

Preference would be given to applicants with advanced relevant academic and/or professional achievements who have not previously visited the United States. The candidates should be able and willing to host, in their homes, the American counterparts, for up to a week, in the Summer of 2011. During that time the grantees from Turkey will design, arrange, and coordinate, under WL and FPP’s supervision, a local professional and cultural program for the American participants. The same structure and conditions will apply to the ten Americans selected for the program.

Atatürk Üniversitesi Rektörlük Dış İlişkiler Ofisi bu konuda akredite bir kurumdur ve 103 kişiye sadece bu program sayesinde yardımcı olmuştur. Eğitimi devam edenlere Rektörlük Dış ilişkiler Ofisi olarak izin almıyoruz. İzin konusunu kendi Dekanlık ve Bölümünüzle hallediniz bizi referans göstererek.

Projelere katılırken ilginize göre seçim yapınız ve bir kez başvuru yapınız. Sosyal etkinliklere katılımlarınız seçiminizde önem arz edecektir. Proje tarihlerine aşağıda yer verilmiştir. Her bir proje max. 2 kişidir. Konaklama -Yeme-İçme -Cep Harçlığınız -Uçak /Otobüs Biletleriniz ( Gidiş Dönüş) - Vize Masraflarınız program tarafından karşılanır.

Tüm Türkiye'den 17-31 yaş arası imkanı kısıtlı ( Özel-Kamu Kurumunda çalışanlar katılamaz) tüm gençlerin başvurusunu kabul ediyoruz.

Önemli: İngiltere ve Portekiz ile süren işbirliği anlaşmamız devam etmektedir. Mayıs ayından itibaren işbirliğine girmemiz beklenmektedir. Gecikmenin gerekçesi söz konusu ülkedeki kuruluşların AB akreditasyonlarındaki gecikmedir. Şubat ayında başvuru alacağız ; özellikle İngiltere noktasında yoğun talep alacağımızı tahmin ettiğimiz için aşağıdaki linkteki projelerden "engellileri " seçenler 2. opsiyon olarak İngiltere'ye gitme noktasında avantajlı olacaklardır.

I- GENEL ŞARTLAR

1-Burslar ikili anlaşmalar gereğince yabancı Hükümetler tarafından kendi ülkelerinde kullanılmak üzere Türkiye Cumhuriyeti vatandaşlarına verilmekte olan araştırma, lisansüstü, doktora ve dil bursları olup eğitim amaçlıdır.

2-Burslar verildikleri eğitim-öğretim dönemine aittir.

3-Burslar her ülkeye göre değişmekle birlikte genel olarak ilgili ülke tarafından adayların eğitim, konaklama, yeme-içme gibi giderlerini kapsar. Diğer her türlü gider (gidiş-dönüş yol masrafı, vize, sigorta v.b.) adaylara aittir. Bakanlığımızca adaylara herhangi bir ödeme yapılmaz.

4-Genel olarak adaylardan;

Araştırma ve lisansüstü burslar için en az lisans mezunu olmak,
Dil bursları için en az fakültelerin 3. sınıfı öğrencisi olmak,
İlgili ülkenin istediği yabancı dillerden birini en az “iyi” derecede bilmek
şartı aranmaktadır. Ancak, eğitim düzeyi konusunda genel şartlar ile özel şartlar arasında farklılık bulunması halinde, özel şartlar geçerli olacaktır.

5- Bakanlığımız digmdb@meb.gov.tr adresinde burs veren ülkeye dair:

Özel şartlar (Her ülkenin isteğine göre belirlenmektedir.),
Mülâkat yerinin ayrıntılı adresi (Sınavlar Bakanlık Merkez Binada belirtilen adreste yapılacaktır.)
Son başvuru tarihi,
Mülâkat tarihi / tarihleri (Yoğun başvuru olması halinde birkaç gün olabilmektedir.)

6- 657 sayılı Devlet Memurları Kanununa tabi olanlar ‘Yetiştirilmek Amacıyla Yurt Dışına Gönderilecek Devlet Memurları Hakkında Yönetmelik’te belirtilen şartları (Özellikle en az KPDS’den C seviyesinde dil belgesi) taşımaları halinde burs için başvuruda bulunabileceklerdir. Aksi halde bursları geçersiz sayılacaktır. Bu konudaki sorumluluk sadece adaylara aittir.

7- Adaylar 2010-2011 öğretim yılı bursları için en fazla iki ülke belirleyerek başvuruda bulunabileceklerdir. Bir ülkenin sınavını asil olarak kazanan aday, diğer bir ülkenin sınavına müracaat edemeyecektir. Bir ülkenin sınavını yedek olarak kazanan aday, diğer bir ülkenin sınavını asil olarak kazandığı takdirde yedek olarak kazandığı burs hakkı doğrudan iptal edilecektir. Bu kurala uymayan adayların başvuruları dikkate alınmayacak ve geçersiz sayılacaktır. Daha önce bir ülkenin sınavlarını kazanan aday ancak 2 yıl sonra başka bir ülkenin sınavına girebilir. Ayrıca bir ülkenin sınavını kazanan aday aynı burs türüne 2 yıl geçse dahi müracaat edemeyecektir. Adaylar ancak kazandıkları ülkeye ancak bir burs türünde gidebilir.


8- Kazanan adayların kabullerine dair nihai karar ilgili hükümete bağlıdır.



II-BAŞVURU VE ADAY SEÇİMİ:

1-Son başvuru tarihine kadar digmdb@meb.gov.tr adresine iletilen ve adaylar tarafından doldurulan “Türkçe Başvuru Formu” incelenecek ve gerekli şartları taşımayan adayın başvurusu dikkate alınmayacaktır.

2-Aday, başvurusunu e-posta yoluyla digmdb@meb.gov.tr adresine son başvuru tarihinden önce gönderdiğini belirten bilgisayar çıktısını, hazırlayacağı diğer belgeler ile birlikte mülâkat tarihinde Bakanlığımıza teslim edecektir.

3-E-posta yoluyla teknik nedenlerden dolayı başvurusu Bakanlığımıza son başvuru tarihinden önce ulaşamayan aday bu durumu belgelendirmesi ve genel ve özel şartları taşıması halinde mülâkata alınacaktır.

4-Adaylar Bakanlığımızdan başka bir çağrı beklemeden(telefon-e-posta-mülâkat çağrı yazısı), açıklanan mülâkat tarihinde, saat 09.00’da, tamamlamış oldukları belgelerin asılları ve 3’er (üç) adet kopyalarını ( telli dosyalar içerisinde) düzenleyerek mülâkat yeri olan Milli Eğitim Bakanlığının belirtilen biriminde Bakanlıklar/Ankara adresinde hazır bulunacaklardır. Yol ve diğer masraflar adaylara aittir.

5-Mülâkatlar daha önceden belirtilen Bakanlığımızın merkez bina ilgili biriminde Bakanlıklar/Ankara adresinde saat 09.30’da başlayacaktır. Mülâkata alınacak adayların yoklaması sınav yerinde saat 09.00’da yapıldıktan sonra gelen adaylar kesinlikle mülâkata giremeyecektir.

6-Mülâkat Türkçe ve ilgili ülkenin istediği yabancı dilde Karma Burs Komisyonunca yapılır. Asıl ve yedek adaylar 50 ve üzeri puan alanlar arasından, başarı sırası ve kontenjana göre belirlenir. Sınav not ortalaması 50 puanın altında olan adaylar ilgili ülkenin burs kontenjanı bulunsa dahi aday gösterilmeyecektir.

7-Araştırma, lisansüstü ve doktora programına başvuran adayların çalışma programları mülâkat komisyonu tarafından öncelikle “Çalışmanın Yurtdışında Yapılmasının Gerekliliği ve Ülkemize Yararı” açısından değerlendirilecektir. Çalışma programları yetersiz bulunan adaylar başarısız sayılacaktır.

8-Mülâkat sonuçları mülâkat tarihinden sonra (25) gün içerisinde http://digmdb.meb.gov.tr ve http://www.meb.gov.tr adreslerinde yayımlanacaktır. Mülâkat sonucunda aday gösterilmeyenlerin dosyaları adreslerine iade edilmeyecek, istemeleri halinde kendilerine elden verilecektir. Dosyasını en geç bir (1) ay içerisinde almayan adayların dosyalarından Bakanlığımız sorumlu değildir.

9-Başarılı adayların düzenledikleri dosyalar (3 kopya) ilgili ülke makamlarına iletilmek üzere Dışişleri Bakanlığına gönderilir. Adayların burstan yararlanabilmesi için ilgili ülke tarafından da kabul edilmesi gerekmektedir. Adayların sadece Türkçe Müracaat formalarının asılları ve imzalı örneği Bakanlığımızda kalacaktır.

10-Nihai kabulleri Bakanlığımıza ulaşan adaylara Bakanlığımızca bildirimde bulunulacak ve ekinde pasaport harcı alınmaması için sadece bir (1) defaya mahsus olmak üzere yazı gönderilecektir. Ayrıca kamu kuruluşlarında çalışanlar için yurt dışı izin işlemlerinde kullanılmak üzere "İLGİLİ MAKAMA" yazısı düzenlenecektir. Pasaport, vize, ulaşım vb. işlemler ilgililere aittir.

11- Başarılı olan adayın eğitimini hangi tarihte ve hangi eğitim kurumunda yapacağını ilgili ülkenin Ankara’daki Büyükelçiliği belirleyecek ve ülkeleri tarafından kabul edilen adayların gidiş işlemleri Büyükelçilikler tarafından gerçekleştirilecektir.


12-Lisansüstü eğitime ilişkin diploma denklik işlemleri Yüksek Öğretim Kurulu Başkanlığı (YÖK) tarafından yapılmakta olup yurtdışında eğitim görülecek olan kurumun denkliği konusunda bursu kullanmadan önce YÖK’ten bilgi edinilebilir. Bu konuda sorumluluk adaylara aittir.

13-Başarılı olan adaylar, askerlik sevk tehir işlemleri için öğrenci olduklarına dair belge ile birlikte yurt dışı temsilciliklerimiz aracılığıyla Bakanlığımız Dış ilişkiler Genel Müdürlüğü’ne müracaat ederler. Zamanında yapılmayan müracaatlardan ilgili kişi sorumludur.

14- Mülâkatta başarılı olup aday gösterildikten sonra vazgeçenler durumu Bakanlığımıza dilekçe ile bildirmek zorundadır. Aksi halde iki yıl süreyle burs başvurusunda bulunamazlar. Başarılı adayların kabulleri ilgili ülke tarafından kabul edilmediği takdirde adaylar diğer akademik yıllarda düzenlenen sınavlara başvurabilirler.

15- Başarılı olsalar dahi, eksik belge ile başvurdukları ve duyurudaki genel ve özel şartlardan birini ve/veya birkaçını taşımadıkları sonradan anlaşılan adayların mülâkatları geçersiz sayılır.

16-Başarılı olup yurt dışında eğitimlerini tamamlayan adaylar izlenim ve çalışmalarını raporlandırarak ilgili kurumuna ve Bakanlığımız Dış İlişkiler Genel Müdürlüğüne en geç ülkemize döndükten bir (1) ay sonra sunmak zorundadırlar.



III. BAŞVURUDA İŞLEM BASAMAKLARI:

1.Aşama:
Tüm burslar için "Burs Genel Şartları, Başvuru ve Seçim Şekli" aşağıdadır. Durumunuz Genel Şartlara uyuyorsa burs almak istediğiniz ülkenin adına tıklayarak her ülkenin kendi özel şartları, başvuru formları ve diğer belgelerine ulaşınız. Lütfen Genel Şartları çok dikkatli okuyarak bilgi edininiz.

2.Aşama:
Başvuru yapacağınız ülkenin ekler bölümünde yer alan Türkçe Başvuru Formunu (Türkçe - Word dosyası) bilgisayarda doldurarak (resim ve imzası olmayabilir) son başvuru tarihi dolmadan önce digmdb@meb.gov.tr e- posta adresine bir örneğini gönderiniz.

3.Aşama:

SALARY: Ordinarily Resident (OR) Range: TL 42,528 - TL 60,145 p.a. (Starting Gross Salary)

BASIC FUNCTION OF POSITION
The incumbent serves as one of four Financial Assistants who have shared responsibility to manage 26 agency allotments totaling $40 Million; performs all financial functions for assigned programs, including budget formulation, financial planning, and allotment accounting; provides advisory and consultation services on financial management issues to the head of agency or office of assigned programs.

A. Following are the MINIMUM qualifications required for the FSN-8 (FP-6) TARGET level:
1. Education: Completion of at least two years of college or university studies is required.
2. Work Experience: Minimum THREE YEARS of progressively responsible experience in accounting and budget work is required, TWO YEARS of which should be acquired in USG budgeting.
3. Language: Level IV (Fluent) in Speaking/Reading/Writing English and Level IV (Fluent) in Speaking/Reading/Writing Turkish are required. Language proficiency will be tested.
4. Other Skills: Extensive knowledge of USG overseas agencies and their financial operations; knowledge of USG regulations regarding accounting and budget processes; working knowledge of US State Department regulations and ability to use same in performing these duties; ability to communicate budget information clearly, both orally and in writing; ability to make budget-related and accounting decisions with minimum supervision and guidance; ability to research and gather appropriate information in the compiling of budgets and analyzing data; ability to summarize information quickly and precisely; ability to use Microsoft Office applications such as Word, Excel, Outlook, and PowerPoint are required.

B. Following are the MINIMUM qualifications required for the FSN-7 (FP-7) FIRST TRAINING level:
1. Education: Completion of at least two years of college or university studies is required.
2. Work Experience: Minimum TWO YEARS of progressively responsible experience in accounting and budget work is required, ONE YEAR of which should be acquired in USG budgeting.
3. Language: Level IV (Fluent) in Speaking/Reading/Writing English and Level IV (Fluent) in Speaking/Reading/Writing Turkish are required. Language proficiency will be tested.
4. SELECTION PROCESS
When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

Appendix A
DEFINITIONS

1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following ways:
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
• Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
• Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
• Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
• U.S. Citizen; and,
• EFM (see above) at least 18 years old; and,
• Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:
- Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
- Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
• Is a U.S. citizen; and
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
• Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
• Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.
• Does not receive a Foreign Service or Civil Service annuity

4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
• Not an EFM; and,
• Not on the travel orders of the sponsoring employee; and,
• Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.

5. Not Ordinarily Resident (NOR): An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a U.S. Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

6. Ordinarily Resident (OR): A Foreign National or U.S. citizen who:
• Is locally resident; and,
• Has legal, permanent resident status within the host country; and,
• Is subject to host country employment and tax laws.

EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
